A NEMA 3R enclosure is a weather-resistant housing designed for outdoor use. It provides a degree of protection against falling dirt, rain, sleet, and snow. It is the most common choice for outdoor electrical equipment like circuit breakers, air conditioner disconnects, and junction boxes. 
Key Protections
Rain and Sleet: Designed to prevent water from entering the enclosure under normal conditions.
Ice Formation: Undamaged by the external formation of ice on the enclosure.
Falling Dirt: Protects internal components from debris.
Drainage: Typically includes "weep holes" or a design that allows any internal condensation or incidental water to drain out. 
What it does NOT protect against
Dust-tightness: It is not windblown dust-proof (unlike NEMA 4).
Hosedown: It cannot withstand direct, high-pressure water streams or submersion.
Internal Protection: Since it is vented/drained, it is not airtight.
